Its not quite a total wipe, but when aimed right, it can still cripple the biggest threats on the table for just 3 mana

First, it could be a huge mana ramp for the casting player , as you'll be able to attack the turn it comes into play and then tap all your land for double mana at the cost of that much damage

Between this strong removal and mechanics like disturb or training which encourage players to attack often and trade creatures aggressively its common for each side to have 0-3 creatures at a given time
